The obverse features the Minor State Emblem of the Russian Empire - a double headed eagle with a crown above, holding an orb in its left talon and a sceptre in its right. On its chest is an escutcheon of St George surrounded by the collar of the Order of St Andrew. On its wings there are eight smaller shields representing Astrakhan, Siberia, Georgia, Finland, Kiev-Vladimir-Novgorod, Taurica, Poland and Kazan. Around the outside is an inscription in Russian. The reverse features the numerical denomination flanked by five-pointed stars with the denomination in Russian below. These are divided from the mintmark of St Petersburg by a calligraphic pattern, and all are within a beaded ring. On the outer ring is a wreath of olive to the left and oak to the right. Above is the date in both western and Russian script.
