Until the 1870s, the drinking water in Leamington Spa was mainly drawn from the River Leam and so was of a very poor quality. Henry Bright campaigned for the town's drinking water to be improved, and suggested boring for water instead of filtering it from the River Leam. Depsite initial doubts, by 1879 Leamington Spa had a clean supply of drinking water and in 1880 the Obelisk was erected to commemorate Bright.
